总理Bill English祝新西兰华人 新春快乐 鸡年万事大吉

  我祝全体华人鸡年快乐!
  鸡象征著对于新西兰而言十分重要的价值 - 自立、自尊和积极进取的态度。
  上个周末,我在奥克兰出席了几个华社举办的庆新年活动,令我非常高兴。这些活动丰富多彩、充满活力而且妙趣横生。能够与这么多新西兰华人见面是一件令人愉悦的事。
  新年之际是感恩家人、相互馈赠和展望来年的时刻。对于所有新西兰人来说,前景都是美好的。
  作为总理,我为我的强大团队感到自豪。我的团队富有智慧,知道如何把新西兰建成更加适合生活、工作和养的好地方。
  我也高度重视新西兰华社,并将确保华社的声音上达政府最高层。华人在新西兰经济和文化建设,以及增进我们对贸易伙伴的了解方面发挥著重要作用。
  对于国家党政府来说,2017年又将是忙碌的一年。我们将努力工作,为新西兰的家庭提供支持,创造福祉。
  我们已经引入了13岁以下儿童在家庭医生处免费就诊和得到处方的政策,全国近79万儿童将因此受益。
  我们在教育领域的投资空前庞大,并把关注重点转移到提高孩子们的学习成绩上来。我们投入了3.95亿元,把最优秀的教师留在课堂,并增进校际领导力及专业技能的交流。大约50万孩子正在从中受益。
  我们还把带薪产假延长至18周,并通过免费疫苗注射,让更多的孩子免遭致命疾病的侵袭。
  我们制定了综合计划以改善住房供给,提高住房可负担性。去年,奥克兰地区获批新建住房达到了1万间左右,达到12年来的高峰,是5年前的两倍以上。自我们的住房启动计划实施以来,超过2万人已获得政府最高达1万元的购房补助,迁入新居。
  我们正在采取更多措施,帮助最弱势人群。我们为低收入家庭提高了救济水平,使之每周收入增加25元。这次福利增加不只是根据通胀率调整,而是高于通胀率,是40年来新西兰政府首次这样做。我们还在向所有有需要的中小学生提供免费早餐。
  自2012年以来,我们通过降低ACC税率,为新西兰人节省了20亿元税款。汽车拥有者们每年可以平均节省200元的汽车税支出。
  治安建设是国家党政府的重要工作。我们在治安方面投入了大量资源,并将继续关注治安问题,更好地维护社区安全。
  国家党政府坚决支持经济发展,并在原有基础上继续保持强劲的经济。目前,我们是发达国家中经济表现最好的国家之一,我们将确保大家都能分享到经济增长的成果。
  在过去3年里,我们创造了超过25万个工作岗位,即每天创造225个新的工作岗位。自国家党当选执政以来,新西兰人平均工资收入增加了25%,是同期通胀率的两倍以上。
  现在,新西兰与中国的关系比以往更加广阔和深入。中国是新西兰第二大货物与服务出口市场,也是我们最大的货物出口目的地。去年,我们两国启动了双边自贸协定升级谈判,我希望这项谈判在今年能有所进展。

  Chinese New Year Message
  I'd like to wish all the members of the Chinese community,a Happy Year of the Rooster.
  The Rooster symbolises values that are so important to New Zealand – self-reliance, self-esteem, and a can-do attitude.I thoroughly enjoyed the Chinese New Year events I attended in Auckland last weekend – they were colourful,vibrant and entertaining and it was lovely to meet so many people in the New Zealand Chinese community.
  The New Year is a time also to refl ect on family, on giving and on the prospects for the year ahead. And those prospects are so good for all of New Zealand.
  As Prime Minister, I』m proud to be leading a strong team who are full of ideas about how we can make New Zealand an even better place to live, work and raise a family.
  I also value the New Zealand Chinese community immensely and am committed to ensuring your voice is heard at the highest levels of government. You play an important role in our economic and cultural life, and our growing understanding of the world that we trade with.
  2017 will be another busy year for the National-led Government as we work hard to support families and help them get ahead.
  We've introduced free GP visits and prescriptions for all children under 13, which is benefitting nearly 790,000 children across the country.
  We're investing more than ever before in education and are focused on lifting achievement in schools. Around 500,000 children are now benefi ting from our $359 million initiative to keep the best teachers in the classroom and share leadership and expertise across schools.
  We've also increased paid parental leave to 18 weeks and ensured thousands more babies are being protected from potentially life-threatening illnesses through our free immunisation programme.
  We have a comprehensive housing plan to improve housing supply and affordability. The number of new homes consented in Auckland over the past year has topped 10,000 for the fi rst time in 12 years, and is more than double that of fi ve years ago. More than 20,000 people have been helped into their first home with a government grant of up to $10,000 since we expanded our HomeStart programme.
  We're also doing more to protect our most vulnerable people. We've increased benefits for low-income families by $25 a week – the fi rst government in more than 40 years to increase benefi ts above infl ation. We're also offering free breakfasts in all primary and secondary schools that want it.
  And we've put $2 billion a year back in New Zealanders' pockets since 2012 through lower ACC levies. Car owners are now saving around $200 a year on the average annual motor vehicle levy.
  Law and order is also a top priority for the National-led Government. We've been investing heavily in that area and we will continue to focus on it so we can help make our communities safer.
  The National-led Government supports economic growthand we will continue to build on our strong track record our economy is now among the top performing in the developed world – and we will ensure the benefits of that growth are widely shared.
  More than 250,000 jobs have been created over the past three years – that's around 225 new jobs a day. Average wages have also increased by 25 per cent since National came into offi ce – more than double the rate of infl ation.
  New Zealand's relationship with China is broader and deeper than ever before. China is New Zealand's secondlargest goods and services export market and our largest export destination for goods. Last year, our two countries launched negotiations to upgrade our free trade agreement and I look forward to seeing progress on that this year.
